Best Lotion For African Americans During Winter?

My skin has been getting super dry since the start of winter. Its now a little flaky and rough. I put on two layers of lotion today and its still not working. I normally use St.Ives Mineral Lotion and it use to work but its not working and I'm trying Udderly Smooth Udder Cream but that isn't working. I even put refined coconut oil on my skin and it doesn't work. I've been using body ers but that seem to not work. What lotions, creams or body ers work for extra dry skin?
