Is the legitimate purpose of public education to teach kids how to think ... or what to think?

That's a very good question. I have been countering the schools liberal, pc crap for the last 12 years. The schools say they are teaching the kids how to think, but if your thoughts don't agree with theirs, then your wrong. My state is about as liberal as you can get and any opinion that differs is instantly viewed as being a bigot or uneducated or needing psychiatric help of some sort.
