Why are Venera pictures of Venus' surface seldom used?

I suspect that you're right that there is a bias towards US data rather than Soviet data. It may also be because the Soviet images are mainly available in multiply reproduced derivative images, so of very poor quality, whereas the US images are readily available in hi-res versions on NASA's web site.
