Mum just died - how can I protect her estate from fraud?

Consult a solicitor! Only an executive of your mum's will can start selling off ets. You need to make sure that all financial/property matters are frozen until the will is processed. Even if there is no will, nobody has a legal right to begin disposing of an estate in this way. Power of Attorney has limited powers and you need to get immediate advice.
